– Non-reflective tint is allowed along the top of the windshield above the manufacturer’s AS-1 line.
Front Side Windows
– Must allow more than 28% of light in.
Back Side Windows
– Must allow more than 15% of light in.
Rear Window
– Must allow more than 15% of light in.

what is meant by no more than 25$ reflection?
is it more reflective at 1% or more reflective at 99%?
it sounds like the higher the number the more reflective it is. i just want clarification

The reflectivity of the film is similar to the mirror like appearance you see on silver type films. The more reflective , no matter the light transmission, the more difficult to see in the vehicle.
Most car films are lower than 25% reflective and match the flat appearance of factory tint. There are exceptions so make sure before you get your installation.
